Kevin Meaney it is employed as an Economist and Policy Analyst in the Civil Service, having been initially hired as part of the IGEES recruitment.

Kevin Meaney use economics and evaluation skills to assist in the development of public policy across many areas. Particularly, he has had the opportunity to work on policies in the areas of labour market activation, redistribution, fiscal and macroeconomic policy, healthcare and infrastructural investment.

Kevin Meaney wrote and published a number of economic papers in this time and have gained the experience in using this quality output to deliver improved public policy outcomes.

He use strong interpersonal and communication skills, particularly in explaining complex economic concepts to non-experts.

Dr Ciaran Byrne recently joined the Sustainable Energy Authority of Ireland (SEAI) as the Director of National Retrofit. In this position his key priority is to build the National Retrofit Directorate within SEAI and design the business and financial model capable of mobilising the effective delivery of over 55,000 BER B2 retrofits per annum from 2023.

This target will be achieved through a network of ‘One Stop Shops’, creating a national demand for retrofit amongst homeowners through marketing, addressing operational bottlenecks, smart finance options and raising awareness of the multiple benefits of undertaking a retrofit. One of Ciaran’s other priorities is activating the education and construction sectors to ensure appropriately skilled labour is available to deliver Ireland’s retrofit ambition.

Prior to joining the SEAI, Ciaran held CEO roles in two other State Agencies between 2008 and 2020. Ciaran is a qualified management accountant and served his time working in industry where he gained a deep understanding of business, and the importance of cost controls and focusing on core objectives. Ciaran is a Chartered Director and was admitted into the Institute of Directors in 2017, and he has just completed a master’s degree in business studies.

Ciaran has degree and Ph.D. in science from Trinity College and has authored several peer reviewed scientific publications.

Roisin Mallon specialises in bid management and coaching, in both the commercial and public sectors. Having begun her career with an Indian IT conglomerate, and with fifteen years’ focused experience in the IT space, most recently in hosting, support, and outsourced service desk, Roisin has extensive experience in offshore and nearshore methods, as well as UK and Ireland-centric bidding.

Over the past number of years, she has worked with small local firms through to large UK firms, enabling them to deliver world-class bids, and ultimately, win more business. Contributing to her varied experience, Roisin has worked on projects in the UK, Ireland, the USA, Holland, France, India, Vietnam, South Africa, Nigeria, Ghana, and Australia to name a few. Additionally, she has delivered both local and national-level training, and is a registered mentor with InterTrade Ireland.

Roisin leads Bid Services’ tender advisory side of the business. She has advised on almost five hundred competitions since she joined the company in 2015. She has an excellent track record of getting suppliers pre-qualified and in winning tenders. Roisin is an accredited member of the Association of Proposal Management professionals (APMP), and has been involved in the UK Board for some years, as well as being a registered mentor for others working towards accreditation. She is the only person in Northern Ireland, and one of 55 worldwide, to be accredited to Professional Level by the APMP.

She is also chair of the Ireland chapter of the APMP, and an approved APMP trainer and examiner. She was named in the APMP Global 40 under 40 in recognition of her contribution to the industry.

Paul joined Enterprise Ireland in 2001 and since then has worked in many departments and spent many years overseas (France, Belgium, Italy, and The United States) assisting Irish companies increase their exports.

Paul currently manages The Public Procurement and Small Business Innovation Research (SBIR) team that assists client companies access both domestic public sector tenders & also contracts with large International Institutions such as the World Bank, the European Bank for Reconstruction & Development, The United Nations, the Asian Development Bank and the African Development Bank.

The SBIR programme works with Irish Public Bodies to devise and develop new products and services the Public sector needs that do not currently exist in the marketplace.

Shirley Mc Cay commenced as the Director of UK Trade and Investment (now the Department for International Trade, DIT) in the British Embassy, Dublin in March 2014. Shirley’s background is in economic development and urban regeneration policy and practice. She completed a Combined Honours degree at Aston University in Birmingham in Urban Policy & Management and Business Administration and has post graduate qualifications in local and regional development for which she received a special award from the Institute of Economic Development for outstanding performance in the UK.

She began her career in economic development working in Leeds in regional development and inward investment and in Norfolk in local government on planning and regeneration. In 1993, she became Development Manager of the North West Region Border Group in Northern Ireland/Ireland– a groundbreaking political initiative linking north and south governments on economic recovery for a peripheral region. In 1996 she joined the Urban Regeneration Unit Central Government to work for the Northern Ireland Partnership Board where she managed the newly-created District Partnerships programme – a unique component of the European Union’s Special Initiative for Northern Ireland on Peace and Reconciliation.

In Feb 2000 she joined Belfast City Council, where she had been fundamentally leading on supporting SME development and private sector growth. Shirley is also one of the founders and Co-Chair of the Northern Ireland Local Economic Development Forum and has been instrumental in preparing Councils for increased economic development service delivery under the current NI reform agenda. She also served on the Board of the former Economic Research Institute of Northern Ireland under Ministerial appointment.

Helen Bruen is a Programme Officer in the EPA’s Office of Environmental Sustainability. Her area of responsibility includes Green Public Procurement, and leading on the revision of the EPA’s Green Public Procurement: Guidance for the Public Sector document published in September 2021.

This guidance supports public bodies and the businesses they contract with in transitioning to a circular economy. Helen also manages the Local Authority Prevention Network, a cooperative programme between the EPA and local authorities in Ireland which aims to build capacity in local authorities for promoting waste prevention and circular economy initiatives at a local level.

Helen holds a B.A. from NUI Galway and a PGDip from TCD.

Francis has a broad range of Quality, Environmental, Health and Safety knowledge and experience, accrued over 20 years working in the private and public sectors of Security, Cleaning, and Facilities Management.

Francis has also led the company’s quality strategy for best business practices to develop and achieve various International and European certifications whilst maintaining a solid working partnership with all regulatory authorities in the UK & Ireland.

Ian is the Procurement Officer in Waterford City and County Council since 2014 holding a previous role as Senior Project Manager Housing Capital since 2007.

Experience covers more than 35 years in both the public and private sector with roles encompassing project management, commercial management, contracting and procurement at national and international level.

Ian has been involved in projects in the Middle East and North Africa before returning to Ireland to take up roles in contracting and finally the Local Authority sector. Ian holds a MBS (Strategic procurement) from DCU and Masters in Law (Construction Law and Arbitration) from Robert Gordon University in Scotland.

Graduated from UCD with a B. Commerce degree in 1982. Joined KPMG Dublin and qualified as a Chartered Accountant in 1986. Worked for 3 years at KPMG from 1987 to 1990. Worked in various Finance roles in Dublin Airport Authority (formerly Aer Rianta) from 1991 until 2010.

Since January 2011 to date have been Head of Finance and Grants at Science Foundation Ireland, a Government funding agency for scientific research in Ireland.

John is Head of Procurement and Contracts for the Department of Foreign Affairs. He has over twenty-seven years of working experience in the Civil Service in a variety of administrative and management positions together with supporting and leading the deliverance of quality-focused procurement and contracting services.

His role in leading the Departments public procurement and contracting operation, both in Ireland and abroad, involves leadership and team management skills including the ability to project lead on high value procurement projects.

Skilled in public procurement management systems, project management, change management and the development of departmental procurement strategic objectives, his focus is on delivering optimum procurement outputs cantering on value for money contracting, quality outcomes and procurement compliance. His role has given him the unique opportunity to see how other jurisdictions approach procurement and he has achieved significant learning from this experience.

Peter has 40 years’ experience in both public and private sector procurement and tendering, at both national and international levels. In recent years Peter has carried out projects for Government Departments, the Oireachtas, State Agencies, Local Authorities, the European Commission and a wide variety of private sector clients. Peter’s areas of expertise include evaluation studies, strategic planning and public procurement policy.
